Alabama Port Authority Engages Congressional Delegation, Secures Significant Federal Investment

The Alabama Port Authority (APA) Board of Directors and senior leadership recently convened in Washington D.C. for crucial meetings with Alabama’s congressional delegation. The primary objectives were to express gratitude for the delegation’s steadfast support of vital projects at the Port of Mobile and to provide comprehensive updates on federal investments and ongoing strategic initiatives. This landmark visit, the first of its kind for the APA Board, follows a highly successful year marked by substantial federal support, totaling over $49 million in funding and appropriations secured for fiscal year 2026.

A significant portion of this federal investment, approximately $38 million, was allocated from the Harbor Maintenance Trust Fund Donor and Energy Transfer programs. These funds are earmarked for essential dredging operations and beneficial use initiatives within Mobile Bay. Further reinforcing environmental and infrastructure development, an additional $3.2 million has been dedicated to establishing a beneficial use site in Upper Mobile Bay. This project will not only support long-term dredging needs but also facilitate the creation of new wetlands and valuable environmental habitats.

Infrastructure enhancements are also a key focus, with the TASD Interchange Yard set to receive $2 million through the Consolidated Rail Infrastructure and Safety Improvements Program for critical rail upgrades. Additionally, the McDuffie Coal Terminal will benefit from $2 million, allocated through the Port Infrastructure Development Program (PIDP), to support modernization efforts. Further PIDP funding, totaling $850,000, will be utilized for the design and engineering phases of a future cargo facility situated on the APA’s main docks. To address environmental concerns, $500,000 has been allocated to a study focused on increased sedimentation impacting Mobile Bay.

APA Board Chairman Zeke Smith underscored the Port of Mobile’s role as a pivotal economic driver for Alabama. He emphasized that these federal investments extend their benefits far beyond port customers, positively impacting businesses, employment opportunities, and communities throughout the state.

CEO Doug Otto acknowledged the crucial role of robust port revenues in facilitating ongoing reinvestment. However, he stressed that federal funding remains indispensable for undertaking the large-scale infrastructure projects necessary to ensure sustained long-term growth and competitiveness.

The meetings also served as an important platform to brief congressional members on the progress of the container terminal expansion, intermodal capacity upgrades, and other strategic initiatives designed to enhance Alabama’s position in global trade.
